Witcher 3 expansion pass ps4 not downloading

If it helps - I have the base The Witcher 3 game on disc and I just bought the expansion pass to play the final two DLCs. I successfully purchased the expansion pass but after completing the Hearts of Stone download it just says "Waiting to install". I've tried

I've spent the last two days trying to find out how to download ANY of the DLC with no luck. I bought the Expansion Pass, I've been to each specific DLC page and added them to my Library, but I can't for the life of me figure out how to actually download them and activate them in-game. I was able to download Hearts of Stone but can't download Blood and Wine. Season pass isn't available either. The two sets of free DLC appear to have installed however the expansion pass How do you install the expansion on the ps4? The title says my problem. Read somewhere that the quest was supposed to be in my log bu it's not there. It says "Coming soon" in the main menu, but its supposed to be live today right? I bought the epansion pass a I think it's downloading now, says it's downloading 10.4 GB, but there is not progress percentage on the witcher 3 entry in the library? Had the same problem. Just let it do its thing and leave steam on. In the end, do a file verification just to be sure.
